London, May 21. -- A dispatch to Reuter's Telegram Company, from Petrograd says the Kief congress of military delegates, representing more than a million armed in habitants in the Ukraine district and at the front, has asked the provisional government to proclaim immediately the principle of national and territorial autonomy in Ukraine and as a first step create in the cabinet a ministry for Ukraine affairs.

London, Dec. 23. -- "Russian peace, delegates are returning to Petrograd, according to reports at the Smolny Institute," said a dispatch from the Associated Press correspondent in the Russian capital dated Friday and received here today. The message suggested no reason for their return and said nothing about the reported German rejection of Russia's terms.
